OIC of Washington and Vizions Economic Development Center have partnered to provide economic opportunities and financial support to individuals and businesses across rural communities. This collaboration brings together each agency's unique expertise, trust within the community, and far-reaching impact to help communities disproportionately affected by the war on drugs build generational wealth through asset building. The partnership will offer a holistic approach to economic development, including housing counseling, downpayment assistance, technical business support, and business loan opportunities.
Who We Serve: OIC of Washington and Vizions Economic Development Center will serve the counties of Yakima, Kittitas, Benton, Franklin, Adams, Grant, Chelan, Douglas, and Okanogan.
OIC of Washington – Downpayment Assistance Program: The OIC of Washington’s Downpayment Assistance (DPA) Program provides financial support for eligible first-time homebuyers. The program offers up to $20,000 or 20% of the home’s purchase price, whichever is lower. This initiative aims to promote affordable homeownership and stable housing for rural communities.
Eligibility for the DPA program is based on factors such as:
Income relative to the Area Median Income (AMI)
First-time homebuyer status
Residency in targeted underserved areas
Participation in homebuyer education programs

Vizions Economic Development Center – Business Loan Assistance: In partnership with OIC of Washington, Vizions provides financial support to entrepreneurs seeking to expand their businesses. Loans are available to qualified businesses up to $50,000 and up to $250,000 for eligible entrepreneurs.
These loans will help businesses access working capital, purchase commercial property, acquire business assets, equipment, inventory, vehicles, and other necessary capital expenses to grow and succeed.
